How is that fair to boost diamonds on only one item?
1% have the same value at every rate. But culture points have a different value depending on the rate. For example on 5x rate culture points have 5x bigger value than on 1x rate. Celebrations are 5x faster at 5x rate. But upgrade from diamond stone is same for all rates, and on 5x rate have 5x less value. I want to buff them.
Like this:
1x rate T1 10cp T2 25cp T3 100cp
3x rate T1 30cp T2 75cp T3 300cp
5x rate T1 50cp T2 125cp T3 500cp

Yes, I want buff by x rate. On 3x will be 3x bigger and on 5x will be 5x bigger. Is the same thing as artworks, they are bigger by x rate. I don't want to make it op, I want just to balance them for x rate.

we have a lot of disbalance between x1 x3 x5 speed servers
diamonds is only one disbalance
Thats a fair suggestion I think...The training helms are a different thing, cuz 1% improvement still means 5 times faster training on that 1%, but 100CP in 1x server does not equal to 100CP in 3x.

CP at speedservers is simply weird.
In my experience the expected behavior for a 3x server would be 3x production. Celebrations give same reward and have 1/3rd duration.
OR CP requirements are 1/3rd of original and quests have their rewards also reduced by 1/3rd, rest of CP production and celebrations stays the same.

Do you seriously think I will buy 100CP (5/5 500CP) to helmet on 5x rate speed server where 500CP is nothing? 500CP to helmet is decent on 1x rate which is 150 days long, but 500CP on 30days long 5x speed is a joke. 
If T3 CP bonus will be 500 (2500 5/5) I will buy them all! 
BTW, Baron Max, a few days after writing this the team talked about the suggestion and it has been added to the board. So it was liked.
It is not sure when and if can be used/implemented, because many things can come up and become a priority, as you know and have seen over the last few months, but it is not forgotten and it is going to be kept in mind.
