Not sure I understand exactly what you mean by "pop malus for kingdoms".

If players from kingdom with lesser pop attack players in higher pop kingdoms, then there is an additional att/def % that adds to the original pop malus effect. Not sure how to
player without a kingdom .. maybe with no effect or maybe with full effect.

How would you stop someone leaving a Big Kingdom & making their own smaller one for attacks, then re-joining bigger kingdom?

They lose their fealty bonuses

Interesting... mixing it up with the fealty system it could be an interesting addition to the game.

Depending on how its implemented this could be good. Perhaps it should be a rank based bonus though. Like 2% per difference in kingdom rank (max 10%).
