Something I noticed recently: normally the gates on the city wall are wide open; however, when there's an incoming attack, they're closed shut.
Robber camp always appear in an area that's not 4-4-4-6 inside kingdom border.
When you want to settle next village (especially 9c / 15c) wait a Robber camp appear, I've see someone go to 9c area, then Robber camp appear. His settled village going to 4-4-4-6.
In village view, take a quick look at the level number of each building and check if it's surrounded by a green circle - that means you have the resources to upgrade it to the next level; if you don't have enough resources to upgrade a building, the level number will be surrounded by a yellow circle.
The same goes in resource view for the level of a resource field.

The levels of the troops have always stayed the same as the smithy is a building that you can remove after leveling up your troops there.
The only time a village would lose the troop levels from the smithy is when the village is chiefed.
I am not sure if this is what you meant but hope it helps clear stuff up. If you are talking about something else then please straighten me out so I understand what you mean.
