    This means that players cannot be invited via empty duke slot to a kingdom. Only via menhir or if there is a village of this player within the kingdom borders.

    This would seem to limit the kingdom a bit as now the treasuries are going to overlap immediately until that duke can open a new treasury location. So the duke is going to take up a menhir slot for governors as well as have very little spots provided by his treasury for new governors.

    A better option in my opinion might be requiring him to be within a certain distance of the king. So that the treasuries would connect, but he wouldn't have to be right on top of the king.
