Does anyone here know the number of defending troops that are suitable for becoming king?

I have a few governors within my yellow line who do not appear in my governor's list. When I check my their profile, their king is someone else but u i can still collect tributes from them.

So whose kingdom are they part of?

PS: I also deleted all cookies.

When I try to found a secret society I am unable to edit the quest. I have tried to refresh the page many times and even logged out and logged in again but it was not helpful. Plz Help.
